This major work challenges some widely held positions in epistemology - those of Peirce and Popper on the one hand and those of Quine and Kuhn on the other.

In this paper I draw on Einstein's distinction between “principle” and “constructive” theories to isolate two levels of physical theory that can be found in both classical and (special) relativistic physics. I then argue that when we focus on theoretical explanations in physics, i.e. explanations of physical laws, the two leading views on explanation, Salmon's “bottom-up” view and Kitcher's “top-down” view, accurately describe theoretical explanations for a given level of theory. Conceptual engineering means to provide a method to assess and improve our concepts working as cognitive devices. But conceptual engineering still lacks an account of what concepts are (as cognitive devices) and of what engineering is (in the case of cognition). And without such prior understanding of its subject matter, or so it is claimed here, conceptual engineering is bound to remain useless, merely operating as a piecemeal approach, with no overall grip on its target domain. The purpose of this (...) programmatic paper is to overcome this knowledge gap by providing some guidelines for developing the theories of concepts and of cognition that will ground the systematic unified framework needed to effectively implement conceptual engineering as a widely applicable method for the cognitive optimization of our conceptual devices. Conceptual engineering is the method for assessing and improving our concepts. Some have recently claimed that the implementation of such method in the form of ameliorative projects is truth-driven and should thus be epistemically constrained, ultimately at least (Simion 2018; cf. Podosky 2018). This paper challenges that claim on the assumption of a social constructionist analysis of ideologies, and provides an alternative, pragmatic and cognitive framework for determining the legitimacy of ameliorative conceptual projects overall. Conceptual engineering is the method for assessing and improving our representational devices. On its ‘broad-spectrum’ version, it is expected to be appropriately applicable to any of our representation-involving cognitive activities, with major consequences for our whole cognitive life. This paper is about the theoretical foundations of conceptual engineering thus characterised. With a view to ensuring the actionability of conceptual engineering as a broad-spectrum method, it addresses the issue of how best to construe the subject matter of conceptual engineering and successively (...) defends the theses that conceptual engineering should be: (i) About concepts, (ii) psychologically theorised, (iii) as multiply realised functional kinds. Thereby, I claim to theoretically secure and justify the maximum scope, flexibility, and impact for the method of conceptual engineering on our representational devices in our whole cognitive life—in other words, a broad-spectrum version of conceptual engineering. In the last few years, a great deal of attention has been paid to the effects that the achievements of the Human Genome Project will have on the confidentiality of medical information. The Genetic Privacy Act is an attempt to address the privacy, confidentiality, and property rights relating to obtaining, requesting, using, storing, and disposing of genetic material. The GPA grew out of concerns over the vast amount of genetic information that is a product of the Human Genome Project. The (...) central goals of the GPA are twofold: to define an individual's right to control access to their genetic material and the privilege to control the information derived therefrom; and to prevent potential and actual abuse of genetic information by third parties, such as insurance companies, employers, and government. I propose an account of probability in the Everett interpretation of quantum mechanics. According to the account, probabilities are objective chances of centered propositions. As I show, the account solves a number of problems concerning the role of probability in the Everett interpretation. It also challenges an implicit assumption, concerning the aim and scope of fundamental physical theories, that is made throughout the philosophy of physics literature.

The claim that similarity plays a role in representation has been philosophically discredited. Psychologists, however, routinely analyse the success of mental representations for guiding behaviour in terms of a similarity between representation and the world. I provide a foundation for this practice by developing a philosophically responsible account of the relationship between similarity and representation in natural systems. I analyse similarity in terms of the existence of a suitable homomorphism between two structures. The key insight is that by restricting attention (...) to only those homomorphisms induced by causal processes, we can solve two philosophical problems with a single assumption. First, causal structure provides an adequate source for the bias required to ensure the similarity relation is non-trivial; second, it provides an adequate source for the directionality required to move from similarity to representation. I defend this account against objections by Goodman and van Fraassen and demonstrate that it is indeed the account of similarity’s role in representation assumed by psychological practice. (shrink)

Delusions are standardly defined as attitudes that are not amenable to change in light of conflicting evidence. But what evidence do people with delusion have for and against it? Do delusions really go against their total evidence? How are the answers affected by different conceptions of evidence? -/- This chapter focuses on how delusions relate to evidence. I consider what delusions-relevant evidence people with delusions have. I give some reasons to think that people typically have evidence for their delusions, and (...) that the evidence they have against them is often overstated. I draw on this discussion to consider whether delusions are evidentially supported and epistemically rational. Finally, I discuss implications for the nature of delusion, responsibility, and treatment and suggest directions for future research. Throughout, the discussion is sensitive to different conceptions of evidence and rationality in epistemology. -/- A central upshot is that what we should say about the epistemic standing of delusions depends substantively on our positions in epistemology, in particular, on the debate between internalists and externalists about evidence. If we want clarity on the epistemic standing of delusions, we need to incorporate more sophisticated tools from epistemology. (shrink)

I show that standard grounding conditions contradict standard conditions for the identities of propositions.

There has recently been increasing interest in the possibility and ethics of lethal autonomous weapons systems (LAWS), which would combine sophisticated AI with machinery capable of deadly force. One objection to LAWS is that their use will create a troubling responsibility gap, where no human agent can properly be held accountable for the outcomes that they create. While some authors have attempted to show that individual agents can, in fact, be responsible for the behaviour of LAWS in various circumstances, this (...) will not be possible in all cases. This article argues, however, that by assigning responsibilities to group agents operating within the military‐industrial complex, as well as the military‐industrial complex as a whole, we may be able to close the responsibility gap, or at least reduce its costs. Insofar as the potential for responsibility gaps poses an ethical barrier to the development and deployment of LAWS, this argument, if sound, may show their use to be morally permissible in a greater range of cases. This paper presents new data on the representation of women who publish in 25 top philosophy journals as ranked by the Philosophical Gourmet Report for the years 2004, 2014, and 2015. It also provides a new analysis of Schwitzgebel’s 1955–2015 journal data. The paper makes four points while providing an overview of the current state of women authors in philosophy. In all years and for all journals, the percentage of female authors was extremely low, in the range of 14–16%. The (...) percentage of women authors is less than the percentage of women faculty in different ranks and at different kinds of institutions. In addition, there is great variation across individual journals, and the discrepancy between women authors and women faculty appears to be different in different subfields. Interestingly, journals which do not practice anonymous review seem to have a higher percentage of women authors than journals which practice double anonymous or triple anonymous review. This paper also argues that we need more data on academic publishing to better understand whether this can explain why there are so few full-time female faculty in philosophy, since full-time hiring and tenuring practices presumably depend on a candidate’s academic publishing. In this paper, we argue that there are epistemic norms on evidence-gathering and consider consequences for how to understand epistemic normativity. Though the view that there are such norms seems intuitive, it has found surprisingly little defense. Rather, many philosophers have argued that norms on evidence-gathering can only be practical or moral. On a prominent evidentialist version of this position, epistemic norms only apply to responding to the evidence one already has. Here we challenge the orthodoxy. First, we argue that (...) there is no significant normative difference between responding to evidence you have and gathering more evidence. Second, we argue that our practices of epistemically criticizing agents for their poor evidence-gathering indicate the existence of epistemic norms on evidence-gathering. Finally, we show that our thesis has important implications for recent debates about the relationship between epistemic norms and inquiry. (shrink)

My aim in this paper is to give a philosophical analysis of the relationship between contingently available technology and the knowledge that it makes possible. My concern is with what specific subjects can know in practice, given their particular conditions, especially available technology, rather than what can be known “in principle” by a hypothetical entity like Laplace’s Demon. The argument has two parts. In the first, I’ll construct a novel account of epistemic possibility that incorporates two pragmatic conditions: responsibility and (...) practicability. For example, whether subjects can gain knowledge depends in some circumstances on whether they have the capability of gathering relevant evidence. In turn, the possibility of undertaking such investigative activities depends in part on factors like ethical constraints, economical realities, and available technology. In the second part of the paper, I’ll introduce “technological possibility” to analyze the set of actions made possible by available technology. To help motivate the problem and later test my proposal, I’ll focus on a specific historical case, one of the earliest uses of digital electronic computers in a scientific investigation. I conclude that the epistemic possibility of gaining access to scientific knowledge about certain subjects depends (in some cases) on the technological possibility for making responsible investigations. I show that centered propositions—also called de se propositions, and usually modeled as sets of centered worlds—pose a serious problem for various versions of Lewis's Principal Principle. The problem, put roughly, is that in scenarios like Elga's `Sleeping Beauty' case, those principles imply that rational agents ought to have obviously irrational credences. To solve the problem, I propose a centered version of the Principal Principle. My version allows centered propositions to be objectively chancy.

In this paper, I give an argument for the view that non-fact entities – such as physical objects, abstract objects, events and so on – can ground other entities. Roughly put, the argument is as follows: those who accept this view can provide a more plausible account of the grounds of identity facts than those who deny this view.

Apelo a los rasgos de la razón práctica que constituyen la legitimidad de los hechos, la premisa que cualquier deducción debe tener. De acuerdo con Kant, el sumo bien consiste en la felicidad, la virtud y sus relaciones de proporcionalidad (...) y causalidad, tal que la felicidad es proporcional a, y causada por, la virtud. This paper attempts a deduction of Kant's concept of the highest good: that is, it attempts to prove, in accordance with Dieter Henrich's interpretation of the notion of deduction, that the highest good is an end that is also a duty. It does this by appealing to features of practical reason that make up the legitimating facts that serve as the premises that any deduction must possess. According to Kant, the highest good consists of happiness, virtue, and relations of proportionality and causationbetween happiness and virtue, such that happiness is proportional to and caused by virtue. I argue, by drawing on accepted Kantian notions, that Kant had compelling reasons for concluding that the highest good is in fact an end that is also a duty. Explanations are backed by many different relations: causation, grounding, and arguably others too. But why are these different relations capable of backing explanations? In virtue of what are they explanatory? In this paper, I propose and defend a monistic account of explanation-backing relations. On my account, there is a single relation which backs all cases of explanation, and which explains why those other relations are explanation-backing.

Criminal justice systems have traditionally relied heavily on human decision-making, but new technologies are increasingly supplementing the human role in this sector. This paper considers what general limits need to be placed on the use of algorithms in sentencing decisions. It argues that, even once we can build algorithms that equal human decision-making capacities, strict constraints need to be placed on how they are designed and developed. The act of condemnation is a valuable element of criminal sentencing, and using algorithms (...) in sentencing – even in an advisory role – threatens to undermine this value. The paper argues that a principle of “meaningful public control” should be met in all sentencing decisions if they are to retain their condemnatory status. This principle requires that agents who have standing to act on behalf of the wider political community retain moral responsibility for all sentencing decisions. While this principle does not rule out the use of algorithms, it does require limits on how they are constructed. (shrink)

When artificial intelligence (AI) is used to make high-stakes decisions, some worry that this will create a morally troubling responsibility gap—that is, a situation in which nobody is morally responsible for the actions and outcomes that result. Since the responsibility gap might be thought to result from individuals lacking knowledge of the future behavior of AI systems, it can be and has been suggested that deploying explainable artificial intelligence (XAI) techniques will help us to avoid it. These techniques provide humans (...) with certain forms of understanding of the systems in question. In this paper, I consider whether existing XAI techniques can indeed close the responsibility gap. I identify a number of significant limits to their ability to do so. Ensuring that responsibility for AI-assisted outcomes is maintained may require using different techniques in different circumstances, and potentially also developing new techniques that can avoid each of the issues identified. David Chalmers thinks his iPhone exemplifies the extended mind thesis by meeting the criteria ‎that he and Andy Clark established in their well-known 1998 paper. Andy Clark agrees. We take ‎this proposal seriously, evaluating the case of the GPS-enabled smartphone as a potential mind ‎extender. We argue that the “trust and glue” criteria enumerated by Clark and Chalmers are ‎incompatible with both the epistemic responsibilities that accompany everyday activities and the ‎practices of trust that enable users to discharge them. Prospects (...) for revision of the original ‎criteria are dim. We therefore call for a rejection of the trust criterion and a reevaluation of the ‎extended mind thesis.‎. (shrink)

According to the Best System Account of lawhood, laws of nature are theorems of the deductive systems that best balance simplicity and strength. In this paper, I advocate a different account of lawhood which is related, in spirit, to the BSA: according to my account, laws are theorems of deductive systems that best balance simplicity, strength, and also calculational tractability. I discuss two problems that the BSA faces, and I show that my account solves them. I also use my account (...) to illuminate the nomological character of special science laws. (shrink)

This paper outlines and defends a novel position in the color realism debate, namely structural realism. This position is novel in that it dissociates the veridicality of color attributions from the claim that physical objects are themselves colored. Thus, it is realist about color in both the semantic and epistemic senses, but not the ontic sense. The generality of this position is demonstrated by applying it to other “secondary qualities,” including heat, musical pitch, and odor. The basic argument proceeds by (...) analogy with the theory of measurement. I argue that perceptual experiences are analogous to numerical structures in that they are suitable for measurement, but only report measured values after they have been linked to states of a measurement device via calibration. Since the calibration of our sensory apparatus varies with context, it is inappropriate to identify specific experiences with specific properties in the world. Rather, it is structural relations between possible experiences which represent relations between possible external properties, and it is at the level of these structural relationships that veridicality is appropriately assessed. For that purpose, first, he recalls some of the main features that Dworkin had advanced in previous but intrinsically related works, about political morality, equality and democracy; second, he reassess the arguments for a partnership conception of democracy; third, he reconsiders the resistance produced by Jeremy Waldron in his “A Majority in the Lifeboat” (...) and the response provided by Dworkin, but since it may appear insufficient, he intends to present an alternative —or complemen- tary— riposte in order to meet Waldron’s challenge; and, finally, he insists in the importance of taking Ronald Dworkin seriously.Resumen:En este artículo el autor se enfoca principalmente en la última parte de Justice for Hedgehogs (Justicia para erizos), de Ronald Dworkin y en su argumento a favor de la concepción asociativa o societaria de democracia. Roughly put, explanatory circles — if any exist — would be propositions such that (i) each explains the next, and (ii) the last explains the first. In this paper, I give two arguments for the view that there are explanatory circles. The first argument appeals to general relativistic worlds in which time is circular. The second argument appeals to special science theories that describe feedback loops. In addition, I show that three standard arguments against explanatory circles are unsuccessful.

If a proposition is typically true, given your evidence, then you should believe that proposition; or so I argue here. In particular, in this paper, I propose and defend a principle of rationality---call it the `Typical Principle'---which links rational belief to facts about what is typical. As I show, this principle avoids several problems that other, seemingly similar principles face. And as I show, in many cases, this principle implies the verdicts of the Principal Principle: so ultimately, the Typical Principle (...) may be the more fundamental of the two. (shrink)

Infrastructure can make or break a farm’s economic viability. Farmers’ ownership and ability to invest in infrastructure is often arranged through the family farm model, where farmers are typically married to their business partners. In this paper, we analyze the implications of organizing infrastructure access through the family farm model. Through interviews with 66 farmers and key informants in New England, U.S., we identify a treadmill of infrastructure accumulation for farmers with family capital and a treadmill of high labor and (...) low profitability for farmers without the family capital to acquire needed infrastructure. Infrastructure accumulation in the family farm model builds farms that are difficult to adapt to new systems and markets, challenging to retire from without selling to developers, and hard for beginning farmers to afford. The economic tendencies of organizing infrastructure through the family farm model can make it difficult for farmers of all social backgrounds to access farmland and infrastructure. Moreover, continued inequities in family wealth and wages, credit access, and social capital means that the family farm model systematically disadvantages farmers of color, LGBTQ + farmers, limited resource, and women farmers. We argue that infrastructure accumulation through the family farm model is a process that intensifies inequities in farm viability, exacerbates the challenges of transitioning farms to new farmers and ways of farming, and fuels land injustice. Psychophysics measures the attributes of perceptual experience. The question of whether some of these attributes should be interpreted as more fundamental, or “real,” than others has been answered differently throughout its history. The operationism of Stevens and Boring answers “no,” reacting to the perceived vacuity of earlier debates about fundamentality. The subsequent rise of multidimensional scaling (MDS) implicitly answers “yes” in its insistence that psychophysical data be represented in spaces of low dimensionality. I argue the return of fundamentality follows from (...) a trend toward increasing epistemic humility. Operationism exhibited a kind of hubris in the constitutive role it assigned to the experimenter’s presuppositions that is abandoned by the algorithmic methods of MDS. This broad epistemic trend is illustrated by following the trajectory of research on a particular candidate attribute: tonal volume. (shrink)

I explore the relationship between a prominent analysis of intrinsic properties, due to Langton and Lewis, and the phenomenon of quantum entanglement. As I argue, the analysis faces a puzzle. The full analysis classifies certain properties of entangled particles as intrinsic. But when combined with an extremely plausible assumption about duplication, the main part of the analysis classifies those properties as non-intrinsic instead. I conclude that much of Lewis’s metaphysics is in trouble: Lewis based many of his metaphysical views—his thesis (...) of Humean supervenience, for instance, and his account of recombination—on an analysis of intrinsicality which does not sit well with quantum phenomena. How can mathematical models which represent the causal structure of the world incompletely or incorrectly have any scientific value? I argue that this apparent puzzle is an artifact of a realist emphasis on representation in the philosophy of modeling. I offer an alternative, pragmatic methodology of modeling, inspired by classic papers by modelers themselves. The crux of the view is that models developed for purposes other than explanation may be justified without reference to their representational properties.

Recent philosophy of measurement has emphasized the existence of both diachronic and synchronic “loops,” or feedback processes, in the epistemic achievements of measurement. A widespread response has been to conclude that measurement outcomes do not convey interest-independent facts about the world, and that only a coherentist epistemology of measurement is viable. In contrast, I argue that a form of measurement realism is consistent with these results. The insight is that antecedent structure in measuring spaces constrains our empirical procedures such that (...) successful measurement conveys a limited, but veridical knowledge of “fixed points,” or stable, interest- independent features of the world. Early psychophysical methods as codified by Fechner motivate the development of quantitative theories of subjective experience. The basic insight is that just noticeable differences between experiences can serve as units for measuring a sensory domain. However, the methods described by Fechner tacitly assume that the experiences being investigated can be linearly ordered. This assumption is not true for all sensory domains; for example, there is no trivial linear order over all possible color sensations. This paper discusses key developments in the (...) history of psychophysical methods for measuring color experience. In particular, a clear distinction between topological and metrical structure allowed Helmholtz to use opponent colors as a standard for measuring the gross structure of color space. Once this gross structure had been determined, lines through color space could be defined and Fechner-style methods employed for determining local structure. Extensions of these methods due to Wright, MacAdam, and others provide detailed evidence for the degree of agreement in the qualities of color experience across individuals. This allows a precise statement of the evidential support for the claim that your experience of color and mine are the same. (shrink)

Philosophers have developed several detailed accounts of what makes some mathematical proofs explanatory. Significantly less attention has been paid, however, to what makes some proofs more explanatory than other proofs. That is problematic, since the reasons for thinking that some proofs explain are also reasons for thinking that some proofs are more explanatory than others. So in this paper, I develop an account of comparative explanation in mathematics. I propose a theory of the `at least as explanatory as' relation among (...) mathematical proofs. (shrink)

Against the ancient background, the paper shows how philosophy, as a form of love, is transformed in the medieval period. Henry of Ghent's view of the aim of contemplation exemplifies this transformation, and indicates how medieval love of wisdom, as the synthesis of reason and revelation, can be an enhancement of the desire that animates ancient philosophy. In this telling case and at a fundamental level, faith and revelation stimulate love of wisdom even as reason endeavors to be reconciled with (...) the details of theological doctrine. (shrink)
